This may be the ultimate indictment of the "moneyed" drug reform
movement in this country and I urge you to distribute this article as
widely as possible.

This is the 8th in a series of essays on the MERP Model for
Re-Legalizing Marijuana throughout the planet. In this essay I am
exposing the "smoking gun" evidence that will show that the "Marijuana
Policy Project" (MPP) is secretively plotting to put an end to the
personal cultivation of Marijuana which has been a perennial goal of all
Marijuana activists since the mid-1960's. This betrayal, of both
Cannabis activists and the MERP Model, requires that MPP is cut off from

(2) Some Brief Background on the Re-Legalization Movement from the
1960's through 2008

I have now been an expert on drug policy for over 20 years and was
initiated into the use of Marijuana, in 1967, at the tender age of 13.
That was just 3 years after Bob Dylan introduced the Beatles to
Marijuana in 1964.

1967 was also the year that the first major petition, demanding
Marijuana Re-Legalization, was placed in the London Times by Paul

First I think it important to recognize that we are headed towards a
global economic collapse and that Marijuana Re-Legalization will play an
important part in insuring that drug cartels and corrupt global
corporations do not wrest control of government after the dust settles
in the next few years. Immediate action is required. Compromised
solutions (e.g., Medical Marijuana followied by Legalization under a
draconian "tax and regulate model) are not adequate to insure the well
being of the American People. In point of fact such compromised
solutions will further erode the liberties that "we" have held as sacred
inalienable rights for so many generations.

I don't know that I will be able to be in DC on the 4th but will
certainly be willing to help promote it. Please send best links
concerning the event and I will put something together to help with
promotion. Do you think there is any way that the MERP Model can be
promoted through the 4th of July Protest? It would be a perfect vehicle
to bring the issue to the top by issuing a challenge to Obama that will
be explained in the following paragraphs.

As for MERP, we would love to have Rich (USMP), the Individuals and any
other definable entities "on board." So far we have John Sinclair and I
just got confirmation from Ron Kiczenski who may be less known but has
played an important role on many fronts (e.g., challenged Clinton by
sending him a 1/4 pound of weed; worked on the Angel Raich case etc.).
And of course there is me.

While MERP may fall short of a revolution I think its implementation
will destabilize members of the elite that are currently working at
cross puposes to the interests of the American People.

Part of the MERP Strategy is to get movie stars, bands (e.g., The
Indiviuals etc.), politicians, etc. on board as supporters of the MERP
Model. If any one has contacts (e.g., Willie Nelson, etc.) please
contact them and urge endorsement of the MERP Model.

The strategy is to force emergency sessions of both houses to pass MERP
in order to instantly destabilize the Mexican Drug Cartels. We are
framing this is an existential threat to our national security. And if
they could rip us off of 800 Billion to 13 Trillion, through the TARP
Bailout -- under similar threat in less than 3 weeks -- I figure that
implementing MERP should only take a week to fully implement. In this
vein it will be important to make the following complimentary arguement:
less than 20% of American supported TARP whereas at least 52% of
American supports Re-Legalization. This needs to be framed in terms of
whether Obama represents the Global Elite or whether Obama represents
the American People. If he represents the American People then he will
support the implemenation of MERP through an emergency session of
Congress.

If he doesent' then it becomes clear that he does not represent the
American People and we will need to make clear that we understand the
ramifications of such a position.

With 52% of the American People now supporting complete Re-Legalization
(e.g., recent Zogby Poll) President Obama can no longer "pretend" that
he is fullfilling his mandate to the "will of the American People" by
standing in the way of complete Re-Legalization through a "No Tax, No
Regulate" model such as the MERP Model.

In a recent email from MPP they talk about the pending AZ Medical
Marijuana Initiative:

“What's unique about the Arizona law is that it would permit
qualifying patients or their caregivers to legally purchase marijuana
from licensed dispensaries â€" so they wouldn't need to obtain it
from the criminal market”.

Once you understand what Kampia (MPP) is really talking about I
don’t think you are going to be real excited. You see, under this
initiative (should it pass), you will NOT be able to cultivate the
common 12 Plant maximum unless you live more than 25 miles from a
licensed dispensary.

So the only thing “unique” about Rob Kampia’s (President
of MPP) AZ initiative is that it will basically prohibit personal
cultivation. On that count alone I urge everyone in AZ to reject it.

This is exactly what I have been warning people about for years
regarding the major drug reform groups supported by scumbag George
Soros. Marijuana Policy Project (MPP) and Drug Policy Alliance (DPA) are
two of the greatest beneficiaries of Soros funds. But Soros funds dozens
of groups throughout the United States and dozens more outside of the
United States .

As an activist in drug reform for over 20 years my goal has always been
to change the laws so that ALL American adults, not just the sick, would
be able to consume and cultivate their own Marijuana, much like we are
able to produce our own homemade beer and wine: without any taxation,
regulation or government interference. To that end I have come up with
the MERP Model and have produced a series of essays and videos to
explain how it would be implemented:

It is bad enough that Soros is moving to “cash in” on Medical
Marijuana by prohibiting personal cultivation. What is worse is that
such initiatives will do nothing to destroy the Drug Cartels, Terrorist
Organizations and Gangs that profit from the illicit sale of Marijuana.
The only model that would assure this outcome is the MERP Model, because
it would essentially take all but the normal profit out of the Marijuana
market.

For most goods the “normal profit” is usually about twice the
cost of producing the product. So in the case of Marijuana you can grow
it for about 20 to 30 dollars per ounce using the latest hydroponic
techniques and High Intensity Discharge lamps. So you would expect the
“normal profit” to be somewhere between $40 to $60 dollars an
ounce. But the MPP Arizona initiative would do nothing to eliminate the
“black marketing” of Marijuana where an ounce will still sell
from between $300 and $600 an ounce. In such a setting the Medical
Dispensaries, Terrorists, Mexican Drug Cartels etc. will continue to
thrive at our expence.

I think it is time we stop supporting these Soros-supported
organizations and unite to achieve the only solution that will destroy
the Cartels and serve the common good: the MERP Model. It already enjoys
the support of thousands of activists including some of the most
important luminaries of the movement: John Sinclair and Bruce W. Cain
(Editor of New Age Citizen).

At the very least do not send another dime to any Soros-supported
organization such as MPP or DPA. Neither organization can any longer be
seen as a “honest broker” of Marijuana reform. It is time to
drive a stake through the very heart of Marijuana Prohibition by

Yesterday, MPP's campaign committee, the Arizona Medical Marijuana
Policy Project (AMMPP), launched a signature drive to place a medical
marijuana initiative on the ballot in Arizona .

The initiative would allow seriously ill patients who find relief from
marijuana to use it with their doctors' approval, much like the laws in
the other 13 medical marijuana states do. What's unique about the
Arizona law is that it would permit qualifying patients or their
caregivers to legally purchase marijuana from licensed dispensaries

The importance of this can't be overstated. Although medical marijuana
collectives exist in other states, state laws permitting them are a

signature (because of the costs of paying canvassers, checking validity,
and so forth), which means it will take $500,000 to fund this stage of

PHOENIX (May 14, 2009) -- Today, the Arizona Medical Marijuana Policy
Project (AMMPP) filed language with the Secretary of State's office with
the intent to place the issue of medical marijuana on the November 2010
ballot. AMMPP's initiative would make the possession of a limited
quantity of marijuana and its use legal under Arizona law for certain
severely ill patients with a doctor's recommendation.

"This is a common-sense law that allows severely ill patients access to
medication that they need, while providing strict controls to make sure
this medicine is only available to qualified patients," said Andrew
Myers, campaign manager for the initiative. "Thousands of patients
across Arizona are already using medical marijuana with their doctor's
recommendation. These patients shouldn't have to risk arrest and jail
just for following their doctor's advice."

Marijuana has been shown to safely and effectively relieve nausea and
vomiting caused by cancer chemotherapy and treatments for HIV/AIDS

and other illnesses, and to relieve the nerve pain that afflicts
millions suffering from multiple sclerosis, HIV/AIDS and other
illnesses.

The prospective law calls for using state-regulated dispensaries to
distribute marijuana to qualifying patients, a model that will guarantee
access for qualifying patients while providing a strict enforcement
mechanism to assure the drug is not distributed illegally. Qualifying
patients who live more than 25 miles from the nearest dispensary will be
allowed to cultivate up to 12 marijuana plants for personal use.

EDDY LEPP RECEIVES 10-YEAR MANDATORY MINIMUM SENTENCE

This has got to be one of the most disheartening things I have heard recently.  In my opinion Judge Marilyn Patel (under Federal Laws) is obviously using Mr. Lepp as an example to all Marijuana Activists.  It is time to stand up to these types of attacks on our States sovereignty.  Federal Laws must be changed to reflect the Citizen's of the United States values and beliefs. We elect our leaders to fight for what WE believe in and need for our daily lives.  The Federal government has no right to impose a corporate agenda against us!

Eddy Lepp Receives 10-year Mandatory Minimum for Medical Marijuana

SAN FRANCISCO - May 18th. US District Judge Marilyn Patel sentenced Eddy Lepp to ten years mandatory minimum for having grown over 1,000 marijuana plants for a medical marijuana garden in Lake County.

Patel called the sentence "excessive," but said she had no choice under federal law. In addition, she sentenced Lepp to five years of supervised release with drug testing. She invited Lepp to file for a rehearing in case the law should change.

Lepp called it "very, very sad" that the government showed no compassion, saying"I've broken no laws of the state in which I reside." He asked that he be allowed to surrender himself voluntarily, noting that he had met every court date over the seven years of his case and that his daughter had health problems.

US attorney Dave Hall opposed the request, arguing that the government had new evidence of Lepp's involvement in a marijuana grow that was traced to a neighbor's property last week. Lepp's friends staunchly deny that he had any involvement in the grow.

Patel granted Lepp's request and set a surrender date of July 6th, while inviting the government to submit any additional incriminating evidence it might have to demand an earlier surrender.

Patel ruled that Lepp was ineligible for the "safety valve" exemption to the mandatory minimum on two grounds. First, the evidence showed that Lepp had been a leader or organizer of other people in his activity. Secondly, the government claimed that he had failed give a full and truthful account of his activities. At his trial, Lepp had testified that he did not grow any marijuana, but simply let his land be used for cultivation by other patients. The government had asked Lepp to recant this claim and admit that he grew the marijuana.

Lepp refused, saying he had testified truthfully.

"I've never seen a man work harder to get time in prison than Mr. Lepp," remarked Mr Hall.

"I would rather do ten years and be able to look myself in the eyes than never be able to look myself in the eyes again," said Lepp.

The courtroom burst into gasps and sobs as Patel pronounced her sentence. Lepp's attorney, Michael Hinckley, called it an "incredible sentence." Patel responded, "Incredible is what the law requires."

Patel noted that Lepp's driving passion appeared to be legalizing marijuana. "Maybe you want to be a martyr for the cause," she said.

California NORML coordinator Dale Gieringer commented: "This case sadly illustrates the senselessness of federal marijuana laws. The last thing this country needs is more medical marijuana prisoners. Hopefully, we can change the law and get Eddy out of jail before he completes his sentence."

GLOBAL MARIJUANA MARCH, MAY 2, (DERBY DAY) IN LEXINGTON KY

On Saturday, May 2nd, around the world we celebrated the Worldwide Marijuana March.

In Lexington, KY, Mr. Gatewood Galbraith started off the celebration with a demonstration and handed out many free copies of his book, "Last Free Man In America". If you do not already own this book I would suggest that you purchase it.

It was raining and we had a relatively small showing, but with it being Derby Day here in KY that does not surprise me.

Secondly, Rev. Mary Spears of "Diverse Sanctuary" came and spoke on the medical uses of Marijuana.

All things considered I think it turned out well.

We will hope for a bigger celebration next year!
